According to OSCRE, significant amount of labor resources, time and expense are required to research, compile and manually input information into Computerized Maintenance Management Systems (CMMS), Integrated Workplace Management Systems (IWMS), Enterprise Asset Management Systems (EAM), Financial, Security, Environmental Health and Safety and Legal software applications upon the completion of a Capital Construction Project.
Current delivery of information from the general contractor, their subcontractors and suppliers still consists of cardboard boxes filled with 3-ring binders, paper plans and specifications and in some cases electronic documentation in PDF, DOC, DWG and similar formats.
OSCRE is recommending creating a work group whose scope would be to recommend developing Data Collection Templates coupled with standardized data classifications and definitions for each building system, which can be used by the Owner/Operator to bulk-load their various software applications
Since the project engineers, architects, contractors, subs and suppliers already use computers to create their specifications, this proposal suggests that the Owner provide the General Contractor with the standardized templates at the beginning of the project and are tied to the project deliveries supported by retention.
Data collection templates, though not currently standardized in the industry have been in use for decades as individual best practices, OSCRE says. Realizing that this places an additional burden on the design-construction vendors, OSCRE suggests that it will take them significantly less time to gather and input this information into a template that is does the Owner/Operator. OSCRE also suggest that the design-construction vendors should be compensated for their additional work.
