Manager, Engineering (WEST)
The Engineering Manager is accountable for the overall success of engineering services and will provide technical leadership and tactical planning for the University. This will include providing excellent client service for students, faculty, staff, and visitors of the campus, employee management and development, financial, operational, field execution and oversight within the procedures and policies of Pace.
The Engineering Manager will be responsible for campus maintenance, operation, and engineering for the University’s portfolio of owned and leased buildings in Westchester, and that they are delivered within agreed service levels.
The Engineering Manager will manage the work activities of the Outsource Service Provider for Operations & Maintenance. He or she will assist in coordination of key projects including deferred maintenance projects and ensure the efficient and effective day to day operation of campus buildings and grounds.
The Engineering Manager will also act as a Subject Matter Expert on capital projects and will work closely with the Director of Energy and Sustainability.
•Knowledge in all types of mechanical electrical, plumbing systems, building automation systems, energy conservation programs and utility distribution, with four to six years’ experience in campus/other 24×7 environment. Management in a union shops environment is required. In addition, must possess the ability to function in stressful situations and respond to emergency conditions.
•Ensure the efficient and effective operation of all engineering systems with the goal of providing excellent customer service to the campus community.
•Generate performance reports showing trends and ensure continuous improvement.
•Establish and conduct a preventive maintenance, deferred maintenance and repair programs of scheduled inspection, repair and/or replacement of electrical, mechanical equipment, and other systems, equipment and facilities to assure proper operation and to correct malfunctions before major breakdowns develop.
•Establish building maintenance inspections on a periodic and recurring basis. Ensure that work conditions are safe and conducive to efficient operations.
•Function as internal consultant to University administrators, directors, and department heads to assist in developing requirements and specifications for all major capital, maintenance, and construction projects.
•Act as liaison between campus staff and construction managers, architects, engineers, designers, and other design consultants.
•Lead and support the engineering staff to create a high performing team.
•Develop and implement operational guidelines for client’s environments to be implemented by the Operation team.
•Must be able to immediately recognize system shortcomings, respond to operational and emergency situations, and provide technical guidance and direction during real time problem management.
•Also must be able to act in a consulting capacity on projects and new design.
•Work collaboratively with the Energy Management team to develop programs that reduce energy consumption and increase sustainable practices.
•Manage CMMS for all facilities to assure on time completion of corrective, preventive and planned maintenance.
•Promote and adhere to high maintenance standards.
•In conjunction with the project teams manage and maintain MEP documents and drawings.
•Develop MEP “Best Practices” documents for use in construction, maintenance and operations of Critical Facilities to ensure consistency across the region.
•Inspect Facilities on an ongoing basis to determine effectiveness of operations and maintenance programs, personnel and equipment.
•Provide over-site of development and approval of infrastructure projects, planning guidelines, commissioning, and close-out. Over-see the deferred maintenance program
•Responsible for the action of all Pace personnel, liaise with Outsource Service Provider.
•Assist in establishing work hours of employees, (including overtime), vacation approvals, sick time and vacation coverage needs.
•Establish work rules, policies, and processes and leverage technology to ensure maximum productivity and efficient delivery of services.
•Interview facility applicants and evaluate staff performance.
•Develop recommendations on staffing levels (current and future) necessary to provide services by Pace and Outsource Provider.
•Identify areas for potential savings or investments.
•Develop and implement technical training programs for the staff. Develop a comprehensive approach to managing the performance of the staff, systems, and infrastructure in Facilities Management to achieve more proactive management of school assets.
•Develop and manage annual budget for Facilities maintenance and operations and capital projects. Evaluate proposals for cost effectiveness, monitor contract performance.
•Recommend and estimate facility infrastructure repairs and improvements for inclusion in the annual budget.
•Manage maintenance contracts. Oversee and schedule vendors and assure they are performing as specified.
•Provide input and justification to multi-year capital infrastructure plan.
•Determine requirements for supplies, materials, equipment and maintenance contract hire, according to Pace University policy and approved budget guidelines. -Continuously monitor expenditures in all categories to ensure that the budget is not exceeded and that funds are effectively utilized.
•Engage, plan and schedule subcontractors when needed to assist in maintenance, and conduct inspections to ensure that work performed meets requirements.
•Maintain outside maintenance agreements including, but not limited to:
• Outsource Service Provider
• Elevator service
• Fire Alarm
• Emergency Generators/ATS’s
• Water Treatment
• High Voltage electrical systems
• Building Automation
•Retain and supervise outside contractors and engineering consultants, implement maintenance requests from clients, other maintenance supervisors and project managers.
•Develop RFPs for subcontractors. Liaise with various local, county, and state officials and agencies in such areas as construction, fire safety systems, funding, site development, zoning, roads, parking, permits, and right-of-way.
•Oversee the major utility systems and their connected distribution systems.
•Strive to achieve excellence in the design, appearance and function of Pace University’s campuses and facilities.
•Maintain effective communication with all external and internal users including students, faculty, administration and other groups.
•Build and maintain effective relationships with all University constituents, including but not limited to staff of all levels, faculty, and students.
•Prepare reports related to Facility Engineering performance and operations for committees and the Board of Trustees; presents information at public meetings as needed.
Ensure that compliance of all regulatory laws and guidelines are met as they relate to the operation of the building infrastructure, and responsible for alerting management of discrepancies.
•Provide direction and technical knowledge on the implementation of federal regulations including Americans with Disabilities Act, State Construction Codes, and Federal and State OSHA industrial safety orders.
•Ensure that general safety, fire prevention regulations are enforced, and safe working habits are promoted throughout the facility. -Take leadership position in authorities having jurisdiction compliance and inspections.
•Establish annual audit schedules.
•Provide oversight, assistance, advice, and guidance to all departments including ensuring safety of all community members, security drills for fire, evacuation, lockdown and other emergencies.
•Participate in disaster recovery planning and management.
•Develop and periodically update emergency response plans.
•Ensure facilities staff members respond to incidents, mitigate damage and obtain information on the cause of the problem. -Collaborate across the facilities team to develop and implement action plans that address root cause remediation for continuous improvement. Promptly report all equipment/system anomalies, hazardous materials encountered or unsafe work practices observed.
•Review and maintain the completeness of all Business Disaster Recovery Plans (BDRPs) and ensure the teams are in place to support the program inclusive of call trees and contact information. Periodic testing to be completed.
•Designated by the University as essential services personnel and is expected to be on call as business needs warrant.
•Minimum of 10 years of experience with an excellent track record in all phases of Engineering Management including operations, maintenance, space planning, design, and construction, preferably in a higher education environment.
•Bachelor’s Degree in Engineering, Facilities Management, or a related field required.
•Fundamental skills in engineering systems such as emergency/stand-by generators, automatic transfer switches, power distribution systems, boilers, HVAC, fire life safety and all other building systems, etc.
•Technically proficient in operations of Building Management Systems, Life Safety Systems, CMMS.
•Knowledge of Westchester, State, Federal codes, laws and reporting requirements.
•Management in a union shops environment is required.
•Proven record of providing excellent internal and external customer service.
•Strong judgment, problem-solving and crisis management skills.
•A strong leadership profile: articulate, diplomatic, excellent communications and interpersonal skills, commitment to interdisciplinary and collaborate teamwork.
•Ability to juggle and prioritize multiple work streams and remain calm under pressure.
•A strong focus on client service and commitment to quality, along with an understanding of both the service and stewardship missions of the organization.
•Demonstrates leadership in facilities management for school-wide operations, and ensures that all school facilities and grounds are well-maintained in support of the educational commitment of the school.
•Must have the ability to conduct building and grounds rounds and inspections on a regular and consistent basis and document the results.
•Monday – Friday 9am -5pm with additional days and hours as required by business needs.
•This position is designated by the University as essential services personnel and is expected to be on call as business needs warrant.
