The Public Works Department in Contra Costa County provides for the construction, maintenance, and improvement of infrastructure within the unincorporated area of Contra Costa County and the Flood Control District, as well as county buildings and grounds.

Maintenance, a division of Public Works, maintains over 660 miles of roadways, 75 miles of flood control channels and creeks, and associated basins, storm drain systems and vegetation. The division includes seven maintenance crews tasked with road maintenance, signing and striping, flood control maintenance, and vegetation management, as well as in-house engineering staff. Staff is tasked with the day to day operations of County maintained infrastructure, often responding to complaints, requests, and emergencies from the public, Board of Supervisors and other internal and external customers.

We are excited to announce a recruitment for the position of Public Works Field Operations Manager classification.

The Department is seeking candidates with extensive experience supervising maintenance crews in the repair and maintenance of roads, road structures and drainage facilities, and who will play a key role in managing the Maintenance Division of the Public Works Department. Successful candidates will have the ability to plan, direct and monitor the performance of maintenance crews, supervisors and Assistant Field Operations Managers in the work, repair and response to infrastructure maintenance needs.

-Overseeing personnel in the planning and organizing of maintenance, safety, equipment use, and facilities management activities

-Monitors operations to ensure consistency and compliance with County policies, procedures, and permit requirements by regulatory agencies

-Promotes environment sustainability while implementing and assessing the maintenance and repair needs for County maintained infrastructure

-Supervising subordinate staff, offering opportunities to train & mentor and evaluate their performance

-Investigating and responding to citizen complaints related to road and flood control infrastructure maintenance

-Overseeing the operations response to local emergency events

The eligible list established from this recruitment may remain in effect for six (6) months.

Minimum Qualifications

License Required: Possession of a Valid California Motor Vehicle Operators License.

Education: Completion of 60 semester units or 90 quarter units from an accredited college or university which include 9 semester units or 12 quarter units in management, supervision, public administration or a closely related field.

Experience: Six (6) years of full-time or its equivalent experience supervising maintenance crews in the repair and maintenance of roads, road structures and drainage facilities.

Substitution: Additional qualifying experience may be substituted for the education on a year-for-year basis.

Special Requirement Employees in this class may be subject to drug and alcohol testing under provisions of the County`s Drug and Alcohol Testing Program.

Desirable Qualifications:

-Experience using MaintStar, a maintenance management software or similar software system

-Pest Control Adviser (PCA) License, Qualified Applicator Certificate (QAC) and/or Qualified Applicator License (QAL)

-Class A Driver License

Selection Process

1. Application Filing and Evaluation: Applicants will be required to complete a supplemental questionnaire at the time of application, applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.

2. Virtual Interview Assessment: Candidates who possess the minimum qualifications will be invited to participate in a virtual interview assessment. The assessment will measure candidates` competencies as they relate to the Public Works Field Operations Manager classification. Candidates must achieve an average passing score of 70% or higher on each of the competencies assessed, as well as an overall passing score of 70% of higher. These may include, but are not limited to: Delivering Results, Professional & Technical Expertise, Professional Integrity & Ethics, Oral Communication, Leadership (Weighted 100%)

The Public Works Field Operations Manager virtual assessment is tentatively scheduled to take place via computer (remotely) the second week of December, 2021.

The virtual assessment will be administered remotely using a computer or mobile device such as a tablet or smartphone. You will need access to a reliable internet connection to take part the assessment, as well as a device equipped with a microphone and camera.

The Human Resources Department may change the assessment steps notes above in accordance with the Personnel Management Regulations and accepted selection practices.
