The Chicago City Council passed legislation this week mandating sprinkler installation in commercial high-rises and safety upgrades in many residential towers built before 1975, when sprinklers were made mandatory in all new buildings 80 feet or taller.

The sprinkler measure, introduced by Daley after the October 2003 fatal fire at 69 W. Washington St., has been the subject of months of debate, lobbying and amendments. Installation of sprinklers in older office buildings must be completed by Jan. 1, 2017.

Owners of landmark commercial buildings would be able to choose between sprinklers and other improvements, as would owners of apartment and condominium towers that fall short of a specified number of safety points. They would have until Jan. 1, 2012, to make necessary improvements.
