Contract full-time position, Grade 1 Executive Pay Plan.

Salary range begins at $86,385.00 annually. Salary is negotiable depending on qualifications.

Work involves planning and directing the activities of the county department responsible for facilities management, including the operation and management of county buildings and grounds, design, development, and management of Capital Projects other than those of Public Works and Noxious Weed and the Public Health Pest Control Program. Position involves a wide range of facilities management activities including planning, leasing, acquisition, capital improvement, maintenance and operations. This position reports to the Deputy County Administrator.


Plans, directs, controls and coordinates work programs of the department involving facilities management; land, property, building leasing or acquisition and planning; site improvements, renovations and new construction; and the maintenance and operation of county facilities. Establishes and monitors work programs and activities of the office and takes appropriate actions to correct deficiencies and to adjust programs to meet requirements.

Provides guidance, expert opinion and recommendations regarding departmental matters.

Assigns office space to Departments and outside agencies.

Coordinates, guides and recommends to stakeholders and end users during the development process for capital projects.

Confers with and negotiates services of architectural and engineering firms and contractors; provides user requirements for design efforts and ensures that services and completed work meets user needs.

Ensures that community needs and interests are effectively incorporated into department plans and programs; obtains input from community groups and responds to community requests for information and services; represents the county to the community on matters involving departmental activities.

Establishes department plans, policies and procedures and ensures their effective implementation; supervises the work of facilities maintenance, specialists and related technical, trades and support staffs.

Manages positions and personnel to make best use of employees; recommends selection of employees and develops their capabilities; plans for succession of key personnel; counsels employees and administers discipline; handles human resource matters in accordance with county policies and procedures.

Plans and uses resources economically; prepares budgets and monitors expenditures; develops appropriate informational resources and safeguards their use; plans and purchases goods and services needed for the department.

Coordinates department services with other organization units; reports delays and problems promptly and takes appropriate actions to maintain effective coordination of activities; ensures that department activities support county goals and objectives.

Develops plans to meet unexpected situations and new developments; prepares for emergencies and anticipates events; understands the factors and conditions affecting the organization and responds appropriately when these change.

Communicates understanding and support of organization goals through actions and spoken and written words; interacts effectively with individuals and groups at all levels; keeps all interested and involved parties informed of matters requiring their attention.

Ensures compliance with all applicable policies, rules, regulations and laws; stays abreast of legal, regulatory and policy developments affecting areas of responsibility.

Knowledge of--

Principles and practices of facilities management and capital projects as applied to the management of county operated buildings and grounds.

Effective techniques of facilities management as applied to facilities planning, acquisition and development.

Effective techniques of administration as applied to budgeting, personnel, purchasing and related administrative functions.

Effective techniques of supervision.

Ability to--

Plan, organize, direct and supervise the activities of specialized facilities and related technical, trades and support personnel.

Analyze problems and devise sound solutions.

Represent effectively the county`s facilities programs and services to the community.

Maintain administrative records and prepare reports.

Communicate effectively orally and in writing.

Manage staff, daily operations, and policy development and implementation.

Establish and maintain effective working relationships with others.

Deal effectively with the public.


Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.)

Training and/or Education

Master`s degree in business or public administration.


Five years of progressively responsible facilities management experience which must include considerable experience managing staff, daily operations, customer service and policy development and implementation.

Licenses or Certificates


Special Requirements

Operation of a County owned vehicle.

Subject to background investigation.

Physical Demands

Operation of keyboard devices.

Unusual Demands

Duties require work beyond normally scheduled work week and occasional attendance at evening meetings.
