In an article by Brian Sommer, a technology analyst for the project-based enterprise software industry and president of TechVentive, Inc., he reports that it is time for the "changing of the software guard." In his blog titled "Software in the Obama World,1" Brian reports that if software is used daily by contractors who are working with government entities, maybe some of its 'goodness' will rub off.

Technology solutions are now available specifically to help property owners and construction firms plan, build and operate (PBO) their facilities.

IDC on Oversight and Transparency on Infrastructure Building Programs
According to IDC, industry watchers are eagerly surveying the new infrastructure spending stimulus program with hopes that the funds planned for public works projects at the federal, state, and local government level will quickly trickle down to the entire commercial construction industry. But, with the program comes stricter oversight, transparency, and accountability, ultimately driving demand for ILM applications that address the complexity of commercial building projects, and the increasing pressure to deliver construction projects on time and within budget.

These challenges support the need to increase efficiency and streamline best practices. Companies like Miami Dade Water and Sewer Department are forerunners, and just like the GSA PBS, their example should be followed.

Miami Dade Water and Sewer Department Gains Greater Efficiencies in Project Planning and Execution
The Miami-Dade Water and Sewer Department (WASD) is one of the largest public utilities in the United States, providing direct water service to more than 416,000 customers throughout Florida's Miami-Dade County.

One of their biggest challenges around managing capital improvement projects has always been the allocation of resources. When WASD was awarded their largest capital outlay project to date, a high-level disinfection (HLD) wastewater treatment facility, the department embarked on a search for a comprehensive project management tool that would improve project planning.
